Can't put efficienty enchantement on a hoe in survival mode

      Since hoe is minig tool for crimson (nether) wart and warped wart blocks, It should also be able to put mining specified enchantements like Efficienty.

       

      You also cant put fortune nor silk touch, but that might be WAI for now.
