When you try to put a nametag on a villager instead of putting a name on the villager the trading menu well pop-up
to recreate
1 make a nametag
2name the nametag with a anvil
3put on villager you cannot because of the trading GUI
I think you should be able to put the nametag on them by shifting then placing the nametag
