structure blocks dont reset waterlogged blocks

      i use structure blocks to reset a map in a minigame i am making but when the safed structure has stairs or slabs or other waterloggable blocks that are not waterlogged and i waterlog them and load the structure again to reset it the waterlogged blocks stay waterlogged however if i load another structure with air blocks or solid blocks in that spot (and not for example stairs) it does delete the water

      What I expected to happen was...:
      the water from the waterlogged blocks would disappear

      What actually happened was...:
      the water stayed

      Steps to Reproduce:
      1. safe a structure in a structure block with waterloggable blocks
      2. load it somewhere
      3. waterlog blocks in the structure
      4. load it again so it overwrites it
      5. the blocks stay waterlogged
