Off-hand items can't be used when the main hand item cannot use any of its right click actions

      When most items that have a "use" (right-click action/function) are held in the player's main hand, whatever item is in their off-hand can never be used, even when the main hand's item can't be used.

      Before 1.15, one could for example: eat food in their off-hand when they cannot place a block from their main hand. Post-1.15: nothing happens in this scenario.

      Some Main Hand Item Exceptions

      • Axe
      • Hoe
      • Shears
      • Bow/Crossbow (without ammunition)
      • Lead
      • Name Tag
      • Armor (equipping)
      • Cake
      • Empty Bucket

      How to Reproduce

      1) Hold a solid block in your main hand and a torch in your off-hand. Attempt to place a torch at your feet.

      2) Swap the solid block with shears. You should be able to place a torch, despite the shears having specific right-click functions.
