Bees, when given slowness effect, show no change in movement speed.
To test this, I summoned various mobs (bee, chicken, zombie, fox) with
{NoAI:1}. Then, I set up command blocks (as shown in picture) with "/data merge entity @e[type=<entity type>,limit=1,sort=nearest] {NoAI:1}" for the impulse ones, and "/effect give @e[type=<entity type>,limit=1,sort=nearest] minecraft:slowness 999 255 false" for the chain ones. When I pressed the button to activate the commands, all of the mobs were frozen in place from the slowness (as expected) except for the bee that flew around with its normal speed- as you can see in the 3rd image, it travelled from the left of the chicken to between the chicken and the zombie.
