I'm thinking this isn't intended but,
I was in a creative world and I made a simple Redstone clock that in every other time I used it the torches would burn out. but this time when I replaced the Redstone dust on the top of it, the torches didn't burn out as they usually did but became an infinite Redstone clock without quarts on a 1 tick delay, like an observer or comparator clock. It also works in survival I tested it. it also doesn't turn off when updated or over time.
I have added a video outlining three versions, one in creative, one done in survival and how its meant to work. I have replicated this 9 times in less than 10 minutes and works after exiting the game and reloading the world and also after pressing escape.
There is also a weird thing that if you build another one connected to its dust, then it would pause then switch to the most northern two, whilst the others stay burnt out even tough the same Redstone current is going to it.
