First level enchant of wooden hoe doesn't exist

I put my damaged wooden hoe into a non-amplified enchanting table (Not sure why ) and put the lapis lazuli in the appropriate spot. My options were a level 4 unbreaking I and a level 1 enchantment, but when I hovered over the level 1 enchantment, nothing showed up. Clicking on the level 1 enchantment did nothing. Other items seem to work fine, I just enchanted my diamond sword to Sharpness I.
