nether portal behind the world-border render before the world-border

What I expected to happen was...:
the portal behind the world-border will render behind it.

What actually happened was...:
the portal is rendering before the world-border

Steps to Reproduce:
1. build nether portal and lit it.
2. set world-border when the portal is outside
3. look at the lit portal
