Right-clicking on a spawner with the same mob spawn egg as in spawner plays hand animation and consumes the spawn egg

      The player can successfully right-click on a spawner with the same kind of spawn egg currently being used.

      Steps to Reproduce:

      1. Place down any spawner type
      2. Right-click it with a spawn egg
      3. Repeat step 2 with the same spawn egg type

      Expected & Observed Results:

      - The spawn egg item is used and the arm swing animation plays.
      - The item would not be used, as nothing is being changed.

      Notes:

      1. Issue was previously fixed in 20w22a, but is still a problem in the latest version
      2. Reproducing this issue with spawner minecarts is currently blocked by MC-110427
      3. Affects trial and regular spawner blocks.
