Redstone signal not activating upward facing dropper in certain locations

      I encountered this problem when building a tree farm on a paper server, so I tested it in my local vanilla creative world and the problem still exists.

      I have searched and looked at MC-158219 and MC-165417 in which similar problems have occurred. I have tried the fix provided, but there is no tiletick entry in the chunk viewing from the NBT explorer.

      It is unknown what causes this issue. A test world in which this issue occurs is in the attachment.
