In some cases, such as shears on beehives, dispensers can perform right click actions on blocks using a contained item. This does not appear to apply to hoes on the following blocks, which is inconsistent.
The affected blocks:
MC-165736 Dispensers with axes inside cannot strip logs/stems
MC-165738 Dispensers with shovels inside do not put out campfires / create dirt paths
MC-265769 Dispensers can't put an eye of ender into an end portal frame
