Fortune on wheat gives more seeds instead of more wheat

      When using a fortune 3 tool on wheat you won't get the effect on the wheat but on the seeds which seems like a bug to me. If I use fortune 3 on potatoes I get more potatoes. So if I use it on wheat I should get more wheat.
