/enchant can enchant items with level 0 enchants

      Using /enchant, level 0 enchantments can be created on items. However, /enchant should only be able to give survival-obtainable enchantments.

       

      To reproduce:

      1. Hold any tool in your main hand.
      2. With cheats enabled, type '/enchant @s minecraft:unbreaking 0'.
