Diamond Hoe That Can't Enchant on a Low 2 Points of Experience

I was trying to figure out what level of experience for my diamond hoe. And that where i found the Bug. It's strange how this came along with me. You can see where was my cursor hovering on the image. It might can't enchant on other tools too? Please Mojang, test on other tools too.
