Texture Animation Bug

This bug is actually really simple, and easy to notice. Basically, animated blocks & fluids (such as water, lava, prismarine blocks, magma blocks, etc.) have an animated texture, and that texture is playing way faster than it should be.

In case this wasn't clear enough:

Place down blocks & fluids that are animated and you will notice the bug.
