Villagers try to get close to unreachable food thrown on ground, and will constantly attempt to do so without ever giving up, except if a higher priority action is considered, or the food is removed from range.
This causes massive inefficiencies with farmers. At worktime without any food lying around, the farmer in the picture will break the crop below their feet almost instantly when bonemealed to full growth. However with food around, even out of reach, this can take up to a few thousand ticks which is extremely slow. (Oddly enough, this seems to be alleviated if there are many food item entities on the ground)
EDIT: This problem is also present if the villager can not pick up the food due to having 4 stacks of the same items or having full inventory.
