Iron Golems spawning too far from the villagers

      When constructing my iron farm I was looking up the spawning information of the iron golem in minecraft java edition 1.14.4+, and saw (see attachment 1) that villagers can spawn them within a 16x6x16 area from the center of the villager's location. In my perspective this means iron golems can spawn in a cube / circle around the block where the villager is located, in a 16x6x16 box / circle, but the villager being the center, 3 blocks up/down and 8 blocks north/east/south/west. So I started constructing my iron farm, and came to the conclusion that this 16x6x16 is either incorrect, or the iron golem spawn range has increased (see attachment 2, the golems are spawning on the location the iron golem on the left is at, which is actually 6 blocks below the block the villager is standing on). Would be nice if either gets updated or clarified.
