All we know the features about ice, it will become to water by picking with hand only, You can only use pickaxes enchanted Silk Touch to get full ice block. However, if you pick ice with an Enchanted Book stored Silk Touch, it will drop ice item, and produce flowing water, too. Really: 'I want 'em all' ?"
