I tried to find a solution and I found that in 1.53 on console there was the same problem if this can be fixed I would be more than grateful (forgot to mention) the enchantments work in the nether but not in the overworld.   (a link to the issue that was on console in 2017 version 1.53)https://www.minecraftforum.net/forums/support/legacy-console-support/2834646-efficiency-enchantment-not-working-on-diamond
