Recently, I have been experiencing lag spikes and microstutters in Minecraft that I can't seem to get rid of. I recently built a new PC, and one of the first games I downloaded was Minecraft. I can run most games on ultra settings with no frame drops or any problems whatsoever, Minecraft seems to be the only game giving me trouble. I've checked:
Memory usage, CPU temps/performance, GPU temps/performance, used OptiFine, reinstalled on different drives, changed my Nvidia settings, changed JVM arguments, ran Minecraft off of a different version of Java, changed various video settings (VSync Off, Render distance down, smooth lighting, etc.) and a bunch of other things.
The only real lead I've gotten was that it only happens when crossing a chunk border, and it happens randomly. I would say about 70% of the time, I get a lag spike when crossing a chunk border, and the other 30% is either perfectly fine or a small stutter.
It's worth noting this happens on every world I create, and does NOT happen in version 1.12. However, it does happen in version 1.13+.
My specs:
GPU: Gigabyte OC 8GB RTX 2070 Super
CPU: AMD Ryzen 7 2700x
RAM: Corsair Vengeance RGB Pro 32GB DDR4-3200 C16 [Yes I'm using dual channels]
Motherboard: ROG Crosshair HERO VII (Wi-Fi)
Video of Stutters on 1.14.4 and latest snapshot:

So I'm at the point where I'm not even sure I can fix this. I've looked online, and others have seemed to have this issue but nobody has found an answer. Considering it even happens in the latest snapshots, I'm not sure if it will even be fixed in the next stable version of Minecraft.
Thanks
