A rising bubble stream (made with soul sand) shoots all other entities upwards quickly, excluding xp orbs. They currently rise slightly faster than in regular water sources.

If the player is close to the xp orbs, currently they can almost fight the buoyancy force of the bubble stream.

I found MC-125473 an old bug from last year which was similar..
