A change in 1.14 makes baby zombies randomly stop when running after a target.

      After getting back into Minecraft I have encountered an odd bug. It is most noticeable in baby zombies/pigman. If you are walking backwards while trying to attack one it will constantly stop moving for no apparent reason when charging at you. I believe it is doing this because it thinks its in range to attack but it is too far away. It is very noticeable and ruins the terrifying feel you used to get when attacking baby zombies in older versions as they are much easier to kill due to this bug. After some testing it seems this applies to ordinary zombies and other mobs that run after you to attack. See the attached video to further understand the bug.
