I always have my sword in the #1 place in my hotbar, and I often use the pick block feature when I want to build with several stacks of blocks, or get them to the hotbar. Prior to 1.14 it kept my tools in the hotbar and replaced only other blocks or stackable items, but now it replaces my sword or my other tools.
