Iron Golem Farms not working on multiplayer servers

      Description

      I build and design an iron golem farm in 1.14.4 singleplayer so I knew how to build it on a survival multiplayer server. The system I used requires the villagers to bob up and down in water to see and then not see a zombie scaring them into making the iron golems. Since Im on a multiplayer server, the server has lag and this means the villagers arent bobbing corrently or fully so they constantly see the zombie since they need to bob down to work on their work stations but the server lag wont allow them to bob down so I created a redstone circuit that lets them work using a daylight detector and an observer. Then came another issue, they werent working and I cant figure out why not
