When an angled, unactivated powered rail and trip wire is setup as shown, and a minecart nudged into just the right position, the tripwire is triggered repeatedly, which shows both with the redstone output repeatedly turning on and off and the tripwire click sound playing repeatedly.
The rate of the repeat is consistent at about 2 per second.
