Some sounds from resource packs won't work as they should on every 1.14 version so far. I tested them in 1.12.1 wherein they did work. However, in no 1.14 version has this been the case. I will now further specify this bug: The sheep sounds "say1", "say2" and "say3" were changed in the resourcepack. These sounds were playing mono only and there was no volume decay by walking further away. Instead, at a certain point the sound would just completely stop still as loud as right beside the sound's source. Furthermore the nether portal ambient sound has been changed and the same problems could be found. But instead of disrupting this sound while you're far enough away it would just keep playing, unrelated to how far you were away. Although it does only start when you're near the portal. I should also note that this was the same case with /playsound. Each of this has been tested on different computers, different versions and with different resource packs each.
However, without any resource pack loaded in these sounds do play as they should.

What I expected to happen was...:
The sheep's ambient sounds aswell as the nether portal's ambient sound were played like usually.
What actually happened was...:
The listed sounds were played mono only and had no volume decay caused by distance. At some point far enough away the sheep sounds just stopped while the nether portal sound just kept playing until it ended no matter how far you were away.
Steps to Reproduce:
1. Play on Minecraft version 1.14.4 (for example)
2. Use a resource pack that changes the nether portal's ambient sounds and the sheep's ambient sounds
3. Listen to these sounds and try running away. They will not decrease in volume
