I've seen the problem described for other systems, but this issue has happened to me on PC. Both of the 2 raids I've tried in survival mode have ended in a raid that never ends. The first time, the raid progress bar said there was 1 raider left, but ringing the bell didn't outline them. The second time, the raid progress bar disappeared, but villagers are not leaving their homes. I was able to solve the first one by teleporting raiders to my location, but in this second raid, nothing is teleporting to me, yet the villagers won't leave their homes.
