If you're in the spectator mode whilist trying to open a smithing table, you'll see a crafting table for a second

What I expected to happen was...:
You shouldn't be able to see a crafting table popup, since the smithing table has no feature available.

What actually happened was...:
You can see that a crafting table opens for a second

Steps to Reproduce:
1. Join a world that you have permission to place blocks
2. Find a smithing table or get one from your inventory, then place it down on any location.
3. Go into spectator mode, you can use /gamemode spectator or F3 + N.

4. Try to open the smithing table.
