Chunk wont load properly and is regenerated

      Description

      Upgraded my server to 1.14.4 after saving the world and what seems to be the spawn chunk or close to it reset/regenerated based on the seed. Not sure how common this is. I searched the forums but only found a version of this bug back for 1.14
