I have been using the same villager trading hall design since 1.14.1, which had all villagers stored in a 1-wide cell separated by trapdoors. Due to the way I introduced villagers into the hall I was able to pair them all to the workstation in front of them. This worked from 1.14.1 to 1.14.3. However, upon updating to 1.14.4, all but three stopped restocking - using the /data get entity [Villager ID] Brain command, I was able to verify that their workstations had completely shuffled around for no real reason. I went and started moving the villagers around to their new workstations, but only got three villagers into the correct spots before one of them lost their workstation and it was claimed by another villager again. This seems to be happening repeatedly, and I am unsure what exactly triggers it, but I have had it happen three times in the past four hours of playing already.

Attached is a picture of the trading hall, although I doubt that is a factor since a villager that has claimed a workstation shouldn't be able to lose it if they're directly next to the workstation and can pathfind to it, especially since most of them are master-level villagers.
