What I expected to happen was...:
I should only be able to throw one ender pearl every second.

What actually happened was...:
I am able to throw ender pearls at any speed. I can use an autoclicker to throw an entire stack extremely quickly as well. Others on my server have the issue too.

Steps to Reproduce:
1. Gather any amount of ender pearls (over 1), you can use commands and it works too
2. Right click quickly to throw them at any speed
