Pillagers spawning nonstop near outpost

      Pillagers appear to be spawning with no upper limit from a pillager outpost.

      Further details

      My base is near the outpost and we end up idling there frequently, so the outpost may be close enough to be loaded while we're idling and spawn pillagers. However, I don't think this number of pillagers is normal - there have to be almost a hundred of them near the outpost, and they surround the entire region for quite some distance. Even after killing them I think they still spawn and have no upper limit, so it feels like their numbers never decrease. We have raids turned off since it's buggy right now.
