UPDATE - 1.14.4 resolved the issue! My issue was the same as MC-154271 , which was fixed.

With 1.14.3 I'm getting horizontal artifacting when looking around or walking/running; whenever everything on screen is changing quickly. I do not experience this issue with previous versions of Minecraft and have not made any changes to video settings or otherwise.

(I would like to have attached a slightly longer video showing more of the issue but couldn't stay under the file size requirement.)
