Summoned arrows have particles

What I expected to happen was:
An arrow would be summoned that wasn't enchanted when I /summon minecraft:arrow ~ ~2 ~

What actually happened was:
An arrow was summoned with blue particles but isn't enchanted when I did /summon minecraft:arrow ~ ~2 ~

Steps to Reproduce:
1. set a world with commands enabled
2. using the default texture pack do /summon minecraft:arrow ~ ~ ~
3. the arrow is normal (non-enchanted) with blue particles
