Stone drops cobblestone when broken without the Silk Touch enchantment. However, stone slabs and stone stairs drop themselves when broken, regardless of tool, as long as the tool is correct. This is obviously inconsistent. Either stone should drop itself when broken, or stone stairs should drop cobblestone stairs and stone slabs should drop cobblestone slabs.
