Normally when you either gonna eat, block or shoot a projectile (as of arrow from bow/crossbow), it slows down the player even with sprinting.
However in pre1 of 1.14.3, you will still be slowed down when doing these, but it will still give of particles on ground when you sprint, and you will be able to leap as of sprinting when jumping.
