To reproduce, place a NoAI witch within 48 blocks of the bell (but farther than 32 blocks) and ring the bell, and the bell cannot apply the effect to the witch. Place a witch within 32 blocks of the bell and it will apply the effect to both witches, even though the farther witch was not affected when there's no witch within 32 blocks of the bell.
