I found this glitch on a creative map on a server running 1.14.2. I was able to quite easily pearl into a torch on a barrier block, allowing me to teleport above the barrier each time. I have not tested if pearling into a torch on the outside allows you to tp in. Minecraft was not behaving laggy when this glitch happened.

Pearling into a torch teleports me through whatever block is above the torch.
