In 1.13.2, quartz blocks had a special texture on the bottom, and smooth quartz used the normal texture on all sides. In 1.14, quartz blocks got the old smooth quartz model and smooth quartz got the unique texture on all sides, but this has not been reverted in the programmer art resource pack.
