Tamed Animals can't teleport on some blocks when they follow the player, such as "snow" and "frosted ice" (photos). In the case of snow, you can see that when it is removed, the wolf can teleport.
I think it was due to the change in the behavior of the transparent blocks, but I hope that, as in version 1.13.2, the mechanics that allows pets to teloport in frosted ice, because it was a very simple way to transport a large number of animals across the sea.
