The result of the minecraft:fill_player_head functions contains the (optional) timestamp in the base64 encoded SkullOwner -> Properties -> textures -> Value.
The Signature seems to be changing as well depending on the generation time.
This leads to player heads created using that function to not be able to be stacked with each other.
