I created a mineshaft going into the ground with one plain rail system going down and one side with powered rails at set intervals. When I go to place the minecart on the powered rails to go back up, the cart shows the animation for destroying a minecart and doesn't move. The video provided is the same issue in a superflat world to show that it has nothing to do with the surroundings. I didn't attempt to move it in the video because when I push the cart it acts like it would on a normal rail.
