Felt like  Fortune III was more obtainable in the previous version.
Tested it in Creative, and looks like the change is significant...
In 1.14: Out of 70 pickaxes i got 2 Fortune III & 11 Fortune II.
In 1.13: Out of 70Pickaxes i got 17 Fortune III & 11 Fortune II
Saw another users comment: Gorchard, who had the same problem:

"Enchantability of all items seems to have dropped. It is tremendously difficult to find enchantments like fortune 3 and sharpness 4 on both diamond items and books."
