When you find or spawn in a Pillager Outpost Watchtower or the overgrown version, there are banners hanging from the top. These are still the previously used Illager Banners that hat the translate "block.minecraft.illager_banner" that is no longer used. They should be spawning in with the new name of "Ominous Banner" with the translate "block.minecraft.ominous_banner"
