Cramped up Endermen tries to teleport around when hit even without solid blocks to teleport to. They never find a spot to go but still the player gets pushed around. It occurs when using an Enderman farm (where the mobs can't see the players eyes). This did not happen in 1.13.2 and I can't find any release notes that would suggest this is an intended feature.
