If you drop Items on the Ground they do not stack to one Item Entity

Example:

1.13.2: you drop 1 Cobblestone 2 times and they merge to 1 entity with the count 2

1.14 Prerelease 2 : you drop 1 Cobblestone 2 times and they stay as 2 entities with the count 1
