When placing blocks where there are grass (not grass blocks but grass like tall grass) doesn't actually provide seed drops like when grass is destroyed. When blocks are placed where grass is grown, the grass is destroyed, so the seed chances for when it is destroyed should still be the same, however this is not the case.
