i even made the same world in a newer snapshot than 19w12b and they woulnt spawn in that world aswell, they spawn in snapshot 19w12b but doesn't in any snapshot after this one. The issue is still present in 19w14a (i checked if the monument was generated in the newer snapshots and it was but no guardians were spawning around it)
