In any type of Superflat world, no matter what mob is being spawned with a spawn egg, if a block on Layer 16 or above is targeted, the mob drops through. If a block is placed above the targeted layer, and the spawn egg is aimed at the side of that newly-placed block, the mob will NOT fall through the layer.
