Super Flat World. Redstone may cause this issue, I haven't tested this on a fresh superflat world.

8Gb of ram - 6Gb dedicated to Minecraft when in use.

When banner, is placed it takes 2-3 seconds for the banner to appear.
When a torch or lever is broken, it creates a brief "ghost" version that vanishes after a few seconds.
Nothing can be placed on the block they occupy untill the ghost vanishes.
